Upgrading homes is already central to members’ plans, improving energy efficiency is part of delivering homes that are safe, warm and dry, while cutting carbon and tackling fuel poverty.
G15 members are already making progress: around 71% of existing homes meet EPC C, as we work towards all general needs’ homes meeting this level by 2030. But achieving net zero across our homes will require very significant further investment, with members estimating £10bn–£11bn of costs.

- G15 consultation responses consistently emphasise coordination and value for money: aligning retrofit with wider planned works, avoiding wasted expenditure, and ensuring standards and metrics support efficient delivery over time (rather than forcing unnecessary rework).
